EARLY CHILDHOOD DEVELOPMENT (ECD) FUNCTION SHIFTS TO EDUCATION DEPARTMENT FROM APRIL NEXT YEAR

Early Childhood Development (ECD) function will be transferred from North West Department of Social Development to the North West Department of Education with effect from the 1st April 2022.

The migration of the ECD function to education department was announced by President Cyril Ramaphosa in his 2019 State of the Nation address with the aim of improving the development of children and the quality of early childhood education.

Various workstreams, namely; Legislation, Policies, Contracts and Claims, Finance and Budgets, Human Resource Management and Labour Relations, Movable and Immovable Assets, Data, Information, Monitoring & Evaluation, Stakeholder Management and Communication ECD Programme Implementation, Internal Audit and Risk Assessment are working together to ensure a seamless transfer of the function and meeting regularly to provide feedback to the relevant authorities.

The two departments have pledged their commitment that there will be no interruption to service delivery during the transition period. Officials in the two departments, ECD social sector and other relevant stakeholders are being kept abreast of all the developments around the ECD function shift timeously.

MECs for Social Development and Education Boitumelo Moiloa and Mmaphefo Matsemela have already signed the memorandum of agreement on the ECD function shift to Education department.
